Development money for Finnish production companies, paying for script writing and development, production planning, design and the work needed to build a budget and finance plan. The ceiling of EUR 250,000 is high for development, and whatever is granted is later subtracted from the same project's production support.

A production company registered in Finland as a limited company, partnership or co-operative; sole traders and associations do not qualify, nor do broadcasters, streamers, public bodies or companies with a 15 percent shareholder working in TV or streaming. Covers feature, short and serial fiction, documentary, animation and children's films.
