- Individuals and companies with an ABN, based in the ACT or showing clear economic benefit to it. An individual has to be 18 or over, hold Australian citizenship or permanent residency, and not be studying full time. A company has to be an Australian incorporation and cannot be a broadcaster, a gambling firm or a school. Thirty percent of the finance has to be confirmed.
